PETALING JAYA: Petronas Dagangan Bhd’s (PDB) partnership with Petroleum Sarawak Bhd (Petros) is expected to strengthen PDB’s portfolio performance for the coming years, or until the 10-year plan of Sarawak Gas Roadmap (SGR) expires.

According to MIDF Research, the collaboration is reasonable, adding the tie-up is in the best interest of PDB.

“We continue to view PDB positively for the opportunities in local and international partnerships amid the unfavourable impact of the Covid-19 pandemic in 2021, as well as the increased demand recovery for liquefied petroleum gas (LPG) and its continuous efforts to venture into new market,” the brokerage said in its report.

MIDF maintained “neutral” on PDB, with unchanged target price of RM20.25, premised on a price-earnings ratio of 28.5 times to the estimated earnings per shares of 71 sen for the financial year ending Dec 31, 2022.

PDB and Petros recently inked a heads of agreement to establish a strategic collaboration in the LPG business in Sarawak.

Under the agreement, PDB’s LPG business in Sarawak would be divested to PetrosNiaga Sdn Bhd (PNiaga), a fully-owned subsidiary of Petros.

PDB would agree to sell its Sarawak LPG business to PNiaga for a disposal consideration comprising a cash payment of RM40mil from PNiaga to PDB; the issuance of PNiaga shares to PDB (PDB acquiring a 49% shareholding in PNiaga); and a contingent payment payable by Petros to PDB subject to performance targets.

PDB also agreed to subscribe for the shares and PNiaga would agree to issue them to PDB.

“The collaboration is in line with the recent signing of a memorandum of understanding between Petroliam Nasional Bhd and Petros to gradually boost natural gas supply to Sarawak 1,200 MMscfd by 2030 – a 250% increase in initial supply,” MIDF noted.

“As part of Sarawak Vision 2030, the MoU would pave the way for the SGR, a 10-year plan aimed at realising the full potential of the state’s enormous gas resources.

“The collaboration aims to capture a larger percentage of high-value contracts, verify and prioritise Sarawak-based enterprises, and accelerate the Sarawakian vendor development programme – that will benefit the state,” it added.

Moving forward, Gas Petronas will gradually convert to Petros LPG gas-filled cylinders, achieving the Sarawak government’s goal of a state-wide Petros LPG coverage and realising the aim of the state’s Gas Distribution Ordinance 2016.

PDB and Petros will work together to ensure a smooth transition and a sustained supply of LPG to clients in Sarawak.
